Depends what you want to do. But I've found that I do better with Omega Penguin and stages than with Hero's internal flying ability. But it's like asking, "in LTF 2, which is better, propellers or balloons?" They do different things and are useful at different points in the game.

but the problem with the russian roullete is getting the killershot! It may give you more height on it's own but it is a small chance!
Somebody said there was a trick for the russian roulete to always land a kill shot i tried that trick didn't work!
So to conclude this

russian roulete is better if you want to have a small chance on a 90k altitude
but orbital canon is better for only 70 k altitude but almost always a certainity. Cause keeping a pengiun in the green isn't that hard!
